Position Summary
The Billing Manager leads SIS’s Billing and Accounts Receivable department, a team of approximately 20 staff, and is accountable for the end-to-end revenue cycle, including high-volume billing operations, Accounts Receivable, collections, and cash management.
Essential Functions
Percentages reflect expected allocation, not a fixed determination, and may vary with business needs.
Team Leadership and Management (primary function; more than 50% of time)
Manage, lead, and develop the Billing and AR team of approximately 20 staff. Set clear goals and performance expectations, and foster a culture of accountability and continuous process improvement.
Interview and select candidates, and hire, promote, discipline, and terminate staff, or make recommendations on these actions that are given particular weight.
Plan, assign, and prioritize the team’s daily and weekly work, set schedules, and balance workloads to maintain a rigorous weekly billing cadence across a large Time & Materials (T&M) portfolio and eliminate unbilled backlogs.
Train, coach, and mentor staff; conduct performance evaluations; address performance and conduct issues; and build bench strength within the team.
Review and approve the team’s work product, including invoices, billing adjustments, credit memos, cash applications, and collection activity, to ensure accuracy, completeness, and compliance with policy.
Establish, track, and govern key performance indicators across the full revenue cycle, including Billing Accuracy Rate, Days to Bill, Days Sales Outstanding, and AR aging. Hold the team accountable to targets and direct corrective action when results fall short.
Direct the team’s collection efforts on past-due accounts and oversee cash applications, setting priorities and escalation strategies and personally handling only escalated client accounts and disputes.
Departmental Oversight and Strategic Responsibilities
Serve as the department’s liaison with the Accounts Payable team, directing Billing staff to ensure timely and accurate subcontractor billing with zero revenue leakage.
Oversee the team’s preparation of weekly borrowing base calculations and collateral data for the Asset-Based Line of Credit (ABL), reviewing and approving submissions. Develop cash flow forecasts to optimize liquidity.
Continuously evaluate and optimize Billing and AR workflows. Identify bottlenecks, evaluate automation and AI solutions where applicable, and direct the team in implementing approved changes.
Design, implement, and maintain robust Standard Operating Procedures (SOPs), and train staff on them. Lead system integration projects across Sage, Salesforce, and Workforce Management platforms.
Partner with the Accounting Manager to ensure compliance with US GAAP (ASC 606), ensuring alignment across both billed and unbilled receivables.
Marginal functions: performs other related duties as assigned, consistent with the scope and level of this position.
Supervisory Responsibility
This is a people-leadership role. The Billing Manager’s primary duty, accounting for more than 50% of working time, is managing the department and directing the work of the team: hiring, training, assigning, scheduling, reviewing, and evaluating the work of staff. Team members perform the day-to-day billing, collections, and cash application work; the Billing Manager plans, directs, reviews, and is accountable for that work. The Billing Manager personally performs transactional billing or AR work only occasionally, such as to train staff, resolve escalated issues, or provide short-term coverage.
Minimum Qualifications
- Bachelor’s Degree in Finance, Accounting, or a related field required.
- 7+ years of comprehensive experience spanning both client billing and Accounts Receivable management.
- 2+ years in a direct management capacity with responsibility for hiring, training, assigning and reviewing work, and evaluating the performance of staff. Proven record of team leadership and operational transformation.
- Advanced proficiency in Excel.
- Demonstrated success managing high level Service-Based or Time & Materials (T&M) billing models.
- Hands-on experience with asset-based lending/borrowing base bank reporting.
- Understanding of ASC 606 revenue recognition principles as they apply to billing and receivables.
- Superior communication skills with a proven track record of translating complex financial metrics and system requirements into actionable insights for non-finance staff and executives alike.
- Ability and willingness to work 100% on-site in Culver City, CA.
- Requires occasional travel to other SIS offices.
Preferred Qualifications
- Expert-level mastery of Excel, proficiency with Google Sheets, Data loaders, Templates, Macros, Scripts, and AI tools.
- Experience leading a team of comparable size.
- Experience with Sage, Salesforce, and Workforce Management platforms.
- Billing experience in security services, staffing, or another high-volume, labor-based service business.
- Experience leading billing system implementations or automation projects.
Competencies
People Leadership: Gets the work done through the team: sets priorities, assigns and reviews work, and coaches to the standard. Steps into transactional work personally only to train or resolve escalations.
Managing by the Numbers: Tracks Billing Accuracy, Days to Bill, DSO, and aging against target, spots a trend before it becomes a backlog, and directs the fix.
Process Improvement: Finds the root cause of recurring errors and delays, fixes the process instead of the one case, and captures the fix in an SOP the team actually uses.
Financial Control: Verifies invoices, credit memos, and borrowing base submissions before they leave the department, and can explain every number and how it ties to ASC 606 treatment.
Translating Finance for the Business: Explains financial metrics and system requirements in plain language to non finance staff, account teams, and executives so they can act on them. Handles escalated client disputes in a way that protects both the revenue and the relationship.

Requires the ability to hear: perceiving the nature of sounds at normal speaking levels with or without correction; ability to receive detailed information through oral communication, and to make the discriminations in sound.
Technical Skills: Requires the ability to utilize skills relating to computers and electronic devices and to grasp related processes; ability to operate and activate a computer as it relates to job-related functions.
