Operate within the framework established by the Head of Compliance while retaining personal statutory responsibility for decisions assigned to the appointed officer under Seychelles law.

Key Responsibilities

Regulatory Compliance (FSA)

  • Act as the primary contact for the Seychelles FSA, managing correspondence, information requests, inspections and thematic reviews.
  • Prepare and submit annual returns, audited financial statements, capital adequacy reports and statutory filings on time.
  • Maintain the licence conditions register, escalate breaches and near-breaches, and notify the FSA where required.
  • Manage Securities Dealer Representative accreditations, key-person changes and shareholder/controller approvals.
  • Advise the Board, senior management and business functions on regulatory, AML/CFT and conduct implications of proposed products, payment channels, partnerships and marketing initiatives.
  • AML/CFT and Financial Crime
  • Act as Compliance Officer/MLRO under the AML/CFT Act 2020, handling internal suspicion reports and filing SARs/STRs with the FIU through goAML.
  • Maintain the internal reporting register, AML/CFT policy, business risk assessment and customer risk-rating methodology.
  • Approve high-risk relationships and EDD outcomes, and oversee sanctions, PEP, adverse-media and relevant crypto wallet screening standards.
  • Deliver induction and annual AML training, maintain attendance and testing records, and support the Alternative Compliance Officer to ensure cover during absences.
  • Onboarding and Client Lifecycle
  • Own the onboarding framework and client lifecycle.
  • Conduct second-line reviews of risk-based onboarding samples and approve high-risk and non-standard cases.
  • Maintain client categorisation, appropriateness and risk-warning standards for CFD clients.
  • Monitoring, Surveillance and Conduct
  • Manage the annual compliance monitoring programme and report findings and remediation progress quarterly to the Board and Head of Compliance.
  • Oversee trade and transaction surveillance, including abusive trading, latency and arbitrage patterns, and market abuse escalation.
  • Review marketing materials, website content, IB and affiliate arrangements, and territory restrictions before release; maintain the restricted-jurisdictions list.
  • Manage complaints handling, the complaints register and root-cause reporting.

Governance

  • Maintain the compliance risk register and breach log, reporting to the Board and Head of Compliance.
  • Liaise with external auditors, the local company secretary and outsourced service providers, including overseeing outsourcing due diligence.
  • Ensure records are maintained in Seychelles and available for FSA inspection.

Required Qualifications & Experience

Essential Requirements

  • Willingness to relocate to any location required for the role.
  • 5+ years of experience in financial services compliance, including at least 2 years in a regulated brokerage, securities dealer or payments firm.
  • Working knowledge of the Securities Act 2007 and subsidiary regulations, the AML/CFT Act 2020 and FSA guidance.
  • Demonstrable hands-on experience drafting SARs/STRs and filing through goAML.
  • Clean regulatory and criminal record, with the ability to satisfy the FSA fit-and-proper assessment.

Desirable Requirements

  • Previous FSA-approved key-person status in Seychelles or a comparable jurisdiction.
  • Experience with CFDs, leveraged FX or virtual assets.
  • Experience within a group compliance function covering multiple regulators.
  • Experience with FSA inspections or establishing functions for a new licence.
  • A degree in Law, Finance or a related discipline; ICA Diploma, CAMS or equivalent certification.
