POSITION SUMMARY
Seeking a mission-driven Program Manager to lead delivery of a large-scale CMS analytics and data management platform that supports the full lifecycle of CMMI innovation models. The PM will be the single accountable leader for technical delivery, cost, schedule, quality, and staffing, and the primary interface to CMS program leadership. The program runs on a SAFe Agile Release Train with Program Increment (PI) planning, and performance is measured against a Quality Assurance Surveillance Plan covering availability, release success, security, data quality, and cloud cost.
This role suits a PM who is comfortable owning outcomes in a multi-contractor federal environment rather than administering a status report.
DUTIES
Lead overall contract execution for a major CMS data and analytics platform supporting CMMI model management, including technical delivery, financial management, staffing, risk management, quality, and stakeholder communications.
Manage operations and maintenance, enhancements, transition activities, sprint delivery, release planning, and coordination across CMS, CMMI, OIT, model teams, PACs, implementation contractors, learning contractors, the AWS hosting contractor, and help desk partners, including establishing Joint Operating Agreements (JOAs) where CMS determines contact is frequent or critical to program success.
Ensure the system continues to support CMMI model operations, participant data, interfacing systems, operational workflows, dashboards, and cross-system data sharing without service disruption.
Develop and maintain the Program Management Plan, staffing plan, communications approach, risk and issue logs, status reporting, deliverable schedule, and quality management approach.
Coordinate technical and business management functions required to comply with CMS Enterprise Architecture, Technical Review Board, Target Life Cycle, security, privacy, Section 508, and contract reporting requirements.
Lead the program's SAFe cadence, including Program Increment planning, sprint execution, release readiness, and adherence to CMS Lean-Agile Release Train ceremonies.
Drive performance against the full QASP metric set, including system availability, incident response and resolution, release deployment success, vulnerability remediation timeliness, ATO maintenance, data and code quality, AWS cost trends, and budget adherence.
Lead transition-in to full operational responsibility and provide orderly transition-out support when required.
Promote a badge-less delivery culture across APV, subcontractors, CMS stakeholders, and peer contractors, with clear accountability for backlog, releases, quality, dependencies, and outcomes.
Support acquisition and program leadership briefings, kickoff meetings, stakeholder presentations, transition-in/transition-out activities, and periodic status meetings.
Attend virtual and in-person client meetings as required on a routine basis and travel occasionally to CMS facilities in the Baltimore/Woodlawn area as required.
Support staffing, recruiting, onboarding, knowledge management and continuity, lessons learned, and continuous improvement initiatives.
Perform other duties as assigned in support of APV and CMS mission objectives.
EDUCATION
Bachelor’s degree in Business, Information Technology, Engineering, Computer Science, or a related field
REQUIRED QUALIFICATIONS
- Minimum 10 years of relevant professional experience, including at least 5 years managing complex IT/digital programs and multidisciplinary teams.
- Demonstrated experience managing program scope, schedule, cost, quality, staffing, risks, issues, dependencies, and deliverables.
- Experience with Agile delivery, program governance, performance measurement, executive reporting, stakeholder management, vendor/subcontractor coordination, and federal IT programs.
- Ability to serve as the primary interface with Government program leadership.
- PMP, Agile/Scrum certification, or comparable program/project management credential.
- Demonstrated experience measuring and reporting program performance against a Quality Assurance Surveillance Plan (QASP), service level agreements, or comparable performance-based contract metrics.
PREFERRED QUALIFICATIONS
- CMMI, APM, accountable care, value-based care, model operations, QPP, RMADA, or participant data experience is preferred.
- Experience supporting CMS systems that involve AWS, Snowflake, Databricks, Tableau, Jira, Confluence, GitHub, ServiceNow, APIs, or enterprise identity services.
- PMP, PMI-ACP, SAFe, CSM, ITIL, or similar program, Agile, or service delivery certification.
- Experience managing small business prime contracts or integrated teams with large business, research, policy, or health services subcontractors.
- Experience leading transition-in of a federal system from an incumbent contractor without service disruption, and experience with SAFe Program Increment planning at program scale.
