The Opportunity

This role is responsible for strategic alignment, ensuring that portfolio initiatives directly support enterprise strategy and business goals. The position supports the design and development of system architectures, defines key capabilities and performance requirements, and helps ensure a strong return on portfolio investments.

Solutions and products may require expertise in hardware, aerospace, communications, cybersecurity, electrical, manufacturing, mechanical, or other specialized engineering domains. The role defines total-system design parameters and technology-maturity constraints in accordance with mission requirements and oversees regulatory, financial, legal, and operational compliance across all portfolio components and products.

In collaboration with the Portfolio Owner and Product Owners, this role shapes what work is pursued by balancing trade-offs among competing initiatives and ensuring that the organization delivers the right outcomes—not simply the right features. The position leads prioritization from value and business perspectives, develops models and architectural guidelines for current and future system development, and provides technical direction to staff implementing the system architecture.

Required Skills

  • Experience with hardware and software tools.
  • Strategic thinking and market insight.
  • Experience with radio frequency (RF) and signals intelligence (SIGINT) systems.
  • Understanding of the targeting and Tasking, Collection, Processing, Exploitation, and Dissemination (TCPED) cycle to support technology roadmaps, system design, and integration planning.
  • Excellent communication skills and the ability to work effectively with technical and nontechnical stakeholders.
  • Knowledge of applicable policy, security, and cybersecurity standards.
  • Experience working within the Department of Defense and the Intelligence Community.
  • Financial acumen, including return-on-investment analysis.
  • Cross-functional leadership and negotiation skills needed to achieve the defined value proposition.
  • Ability to work with technical leaders to align technical delivery with business needs.
  • Expertise in governance and compliance.
  • Active TS/SCI clearance with polygraph.
