The Opportunity
CACI is seeking a Program Analyst to support a DHS IT services contract, focused on managing and tracking contract deliverables, supporting executive-level reporting, and providing analytical as well as documentation support across all contract task areas. The role helps ensure all required plans, reports, and metrics are accurate, timely, and compliant. This candidate will work closely with the Program Manager, VCS lead, and task leads to coordinate inputs, maintain deliverables, action-item schedules, and helps prepare Program Management Reviews (PMR).
Responsibilities
Track and manage the full lifecycle of contract deliverables (plans, reports, metrics packages, briefing decks, financial reports) to ensure quality and on time submission in accordance with the PWS deliverables schedule and Government direction.
Prepare and coordinate monthly PMR briefing materials (cumulative status report, SLO/AQL reports, slides with financial breakdown by PWS task) for submission no later than 24 hours before the PMR.
Draft and consolidate PMR meeting minutes and action items, ensuring minutes are submitted within three business days of the PMR and that decisions, risks, issues, and follow ups are clearly documented and tracked.
Support development, updates, and quality control of core post award plans (Program Management Plan, Staffing Plan, Transition Phase In Plan, QCP/QAP, Risk Management Plan, IT Security Plan, RRT Operations Plan, VIP Support Plan) and help ensure updates are produced and resubmitted within required timeframes.
Compile and validate operational, staffing, and performance metrics (e.g., from Service Desk, ITFO, Deployment, Financial/Travel, Hardware Warranty) to support SLO/AQL reporting, PRS monitoring, and management reviews.
Assist in assembling recurring financial reports (Monthly Incurred Cost, Upcoming Month Projected Cost, Summary ODC including travel, Summary Financial Report) and aligning them with invoices and budgets for timely submission.
Maintain centralized logs for deliverables, risks, issues, ad hoc data calls, and action items; ensure status and deadlines are current and coordinated across internal teams and Government stakeholders.
Develop and format executive ready reports, charts, graphs, and fact sheets that synthesize technical, staffing, performance, and financial data into clear summaries for the CO, COR, GPM, GTMs, and other Federal leadership.
Provide technical writing and editorial support to ensure all VCS related deliverables (reports, plans, SOPs, minutes) meet ICE quality, clarity, and format standards and are suitable for Government review and archival.
Help identify and document process improvements and VCS innovation opportunities (e.g., streamlined reporting processes, improved dashboards) that enhance visibility, coordination, and efficiency in contract performance management.
Qualifications
Required
- Ability to obtain Department of Homeland Security (DHS) Entry On Duty (EOD) - Active EOD preferred
- Bachelors + 7 years of applicable experience
- Experience coordinating and tracking program or contract deliverables, including schedules, status, and quality checks, with a demonstrated ability to meet strict deadlines and format requirements for Government reports
- Demonstrated experience preparing professional reports, briefing materials, meeting minutes, and action item trackers for executives or senior stakeholders.
- Strong proficiency with MS Office (especially Excel, PowerPoint, Word) and collaboration tools (e.g., SharePoint, Teams) to develop charts, graphs, dashboards, and maintain document repositories that support executive reporting
- Ability to analyze and synthesize data from multiple sources (operational metrics, financial reports, staffing data) into concise, accurate summaries and visuals for management decision making
- Strong attention to detail, organization, and quality control, with a focus on accuracy, clarity, and consistency in all work products aligned to the PWS and QASP.
- Effective written and verbal communication skills, with the ability to coordinate inputs from multiple technical and functional teams and interact professionally with Government stakeholders (CO, COR, GPM, GTMs).
Desired
Prior experience supporting Vendor Contract Support, PMO, or performance management functions on a federal IT services contract, particularly one using SLO/AQL based performance management and a PRS/SLR framework.

Experience working with ITSM tools (such as ServiceNow) and/or basic reporting from those tools to support performance and SLA reporting for service desk and field operations.
Exposure to DHS, ICE, or similar law enforcement/homeland security environments and associated reporting and documentation expectations.
