Program Control Analyst

Concept Solutions, LLC (CS) is seeking a detail-oriented Program Control Analyst to support a mission-critical application modernization program for a Department of War (DoW) customer.

This program focuses on modernizing and streamlining access across multiple production applications through a unified platform, while ensuring existing applications remain operational and fully supported.

The Program Control Analyst will play an important role in supporting federal contract administration, milestone-based invoicing, subcontractor coordination, and program compliance. The ideal candidate brings hands-on experience supporting federal programs, strong organizational skills, and an understanding of government financial and contractual processes.

Prepare milestone-based invoices and supporting documentation using the Wide Area Workflow (WAWF) system, tracking acceptance and payment status.

Administer staffing-partner agreements and coordinate monthly invoicing against approved labor categories.

Monitor timekeeping compliance in accordance with Defense Contract Audit Agency (DCAA) requirements.

Maintain accurate program documentation and support contract administration activities.

Coordinate with internal stakeholders and staffing partners to ensure timely and accurate invoice processing.

Assist the Facility Security Officer (FSO) with security-related administrative documentation and paperwork.

Requirements

• Minimum of 3 years of experience in federal contract administration, program control, or Program Management Office (PMO) support.
• Hands-on experience with WAWF and DCAA-compliant timekeeping practices.
• Strong Microsoft Excel skills, including the ability to organize, track, and analyze program and financial information.
• Strong attention to detail, organizational skills, and ability to manage competing deadlines.
• Effective written and verbal communication skills.

Preferred Qualifications

Experience supporting Other Transaction Agreements (OTAs) or milestone-based payment contracts.

Experience using Deltek for contract administration, timekeeping, or financial management.

Work Location and Schedule

Location: Hybrid. Reston, VA headquarters and approved remote locations within the United States, with on-site work at Government facilities in Northern Virginia and Maryland as required. Government-furnished equipment is used for all access to Government environments.

Schedule: Full-time, Monday through Friday, with core hours of 9:00 a.m.–3:00 p.m. Eastern. The program operates in two-week sprints, with a customer demonstration each sprint.

Travel: 0–10%, within the Washington, DC metropolitan area.

Security Requirement: U.S. citizenship required.

Compensation: $100,000–$120,000 base salary, depending on experience.

This position is contingent upon contract award, with an anticipated start in October 2026.
