The opportunity
From strategy to execution, the Government & Infrastructure (G&I) practice of Ernst & Young LLP provides a full range of consulting and audit services to help our Federal, State, Local and Education clients implement new ideas to help achieve their mission outcomes. We deliver real change and measurable results through our diverse, high-performing teams, quality work at the highest professional standards, operational know-how from across our global organization, and creative and bold ideas that drive innovation.
We enable our government clients to achieve their mission of protecting the nation and serving the people; increasing public safety; improving healthcare for our military, veterans and citizens; delivering essential public services; and helping those in need. EY is ready to help our government build a better working world.
The Service Delivery Center (SDC) is made up of high-performing, US-based resources who work closely with our experienced professionals to deliver project-based work and managed services to our government clients. The SDC is a core component of G&I. SDC Risk teams work hand in hand with client-site G&I Risk Consulting teams: consulting teams lead the client relationship and overall engagement, and SDC teams deliver repeatable, high-quality execution to agreed procedures, quality standards and service levels.
This role is part of the SDC Risk team aligned to our Enterprise Risk, Controls & Resilience team. The team carries out the repeatable work behind government organizations' internal controls, OMB Circular A-123, audit-readiness, internal audit, enterprise risk, resilience, third-party risk and compliance programs, including controls monitoring and testing delivered as a managed service: process and control documentation, control testing, documentation (PBC) request and evidence management, deficiency and corrective action plan (CAP) tracking, third-party and vendor risk assessments (due diligence, questionnaire and evidence review, and ongoing monitoring), compliance assessments, resilience and continuity support, and recurring risk and compliance reporting.
As a Senior Analyst, you will lead day-to-day execution for an SDC Risk delivery team supporting internal controls, OMB Circular A-123, audit-readiness, enterprise risk, third-party risk, resilience and compliance work. You will supervise the quality and pace of Analysts' work, be the main coordination point with client-site engagement teams, and serve as the escalation point for more complex issues, while making our delivery more repeatable and efficient.
Your key responsibilities
Delivery execution and quality
•Supervise the quality and pace of Analysts' documentation, testing, evidence management, vendor assessment and reporting work; assign work, review work products and provide coaching and on-the-job training.
•Turn engagement requirements from client-site teams into work plans, test procedures, sampling approaches, checklists and templates, and confirm acceptance criteria up front.
•Develop control testing procedures and test scripts, in accordance with guidance such as OMB Circular A-123 and relevant state internal control and internal audit statutes, and oversee their execution by Analysts.
•Run vendor risk assessment cycles: confirm inherent risk tiering, assign due diligence questionnaires by tier, review vendor responses and assurance evidence (e.g., SOC 1 and SOC 2 reports, including exceptions and complementary user entity controls), and prepare draft risk ratings for client-site team review.
•Oversee ongoing vendor monitoring, including reassessment scheduling, risk intelligence alerts, exclusion screening, contract compliance checks, and tracking of vendor issues, exceptions and remediation to closure.
•Coordinate resilience support activities, such as business impact analysis data collection, critical process and dependency mapping, continuity plan updates, tabletop exercise logistics and recovery test documentation.
•Manage the documentation (PBC) and evidence process across client process owners, and resolve bottlenecks with engagement leads.
•Perform quality assurance review of working papers and deliverables before release to client-site teams, and track rework trends.
•Manage the deficiency and corrective action plan (CAP) tracking portfolio, perform root cause analysis, and prepare status and trend reporting.
•Draft memos and other reports to explain team findings and observations.
•Serve as the escalation point for complex control, testing, vendor assessment and documentation questions.
Operations and reporting
•Monitor delivery against SLAs, KPIs, scope and schedule; identify, communicate and address risks, assumptions, issues and constraints.
•Prepare status reports and production metrics for engagement leads, and maintain trackers and repositories for deliverables.
•Determine whether work is meeting milestone deadlines and budget, and whether the structure of the work needs adjusting.
Continuous improvement and growth
•Find process improvements and automation or AI opportunities that raise productivity and quality; write standard operating procedures and maintain knowledge assets for repeatable delivery.
•Spot additional service needs on the engagement and raise them to client-site engagement leaders.
•Develop and maintain relationships with stakeholders across other EY functional groups, and negotiate priorities across multiple teams.
Skills and attributes for success
•Intellectual curiosity and a strong sense of professional skepticism
•Ability to produce high-quality work products within expected timeframes, and to hold a team to the same standard
•Effective teaming and collaboration with individuals from a variety of backgrounds and skillsets
•Understanding of internal control concepts and frameworks, such as the GAO Green Book, COSO and OMB Circular A-123, including control testing and risk and control self-assessment
•Ability to quickly grasp complex financial business processes involving multiple stakeholders and information systems
•Knowledge of working paper documentation standards
•Working knowledge of third-party risk and business continuity practices, such as vendor risk tiering, risk-based due diligence, SOC 1 and SOC 2 report review (including exceptions and complementary user entity controls), ongoing monitoring and business impact analysis
•Knowledge of how to effectively leverage firm approved AI tools to enhance problem-solving and productivity and the ability to exercise sound judgment around AI-related risks and considerations
•Ability to assess and articulate the evolving risks that AI presents to clients across multiple risk domains, including AI embedded in vendor products and services
To qualify for the role, you must have
•A bachelor's degree in Accounting, Finance, Business, Economics or a related field.
•A minimum of 3 years of experience in accounting, audit, internal controls, OMB Circular A-123, audit readiness, enterprise, third-party or vendor risk, resilience or compliance, including at least 1 year of experience with federal financial business processes, internal audit, risks and controls.
•Experience supervising or reviewing the work of others.
•United States citizenship and the ability to obtain and maintain a public trust clearance or higher (some engagements require Secret).
•Strong communication, facilitation and presentation skills.
•Confidence working with a nationally distributed team and the ability to oversee and direct resources in a managed services environment.
•Ability to manage teams to meet tight deadlines and follow up on open issues.
•Excellent skills in MS Office (Word, Excel, PowerPoint, SharePoint), and the ability to become proficient with Tableau or Power BI and Visio.
•Flexibility to travel up to 20%.
Ideally, you'll also have
•A relevant certification such as CPA, CIA, CGFM, CDFM, CTPRP, CBCP or PMP.
•Working knowledge of the US Standard General Ledger (USSGL) and the Statements of Federal Financial Accounting Standards (SFFAS).
•Prior experience in a service delivery center, shared services or managed services environment.
•Hands-on experience with GRC platforms (e.g., Archer, Optro (formerly AuditBoard), ServiceNow), including running vendor risk assessments at volume on a third-party risk management platform (e.g., ServiceNow Vendor Risk Management, Archer Third Party Governance, OneTrust, ProcessUnity).
•Familiarity with state internal control and internal audit statutes (e.g., Massachusetts Chapter 647 of the Acts of 1989, the New York State Governmental Accountability, Audit and Internal Control Act, Section 215.86 of the Florida Statutes, the Texas Internal Auditing Act and the California State Leadership Accountability Act).
•Lean Six Sigma training or similar process improvement experience.
