Role Description

The Delivery Governance Manager is a key role within the Commercial Digital Services Value Pool, operating as part of the Digital & Technology function. This position is responsible for establishing and maintaining strong governance, transparency, and portfolio control across a complex and evolving delivery landscape.

Working closely with delivery teams and the Portfolio Centre of Excellence (CoE), the Delivery Governance Manager ensures that all Commercial Digital Services initiatives are aligned to enterprise governance standards while still supporting agile, fast‑paced delivery. The role plays a central part in providing visibility of performance, managing risks and dependencies, embedding delivery discipline, and driving continuous improvement across the portfolio.

This role is ideal for someone with strong PMO, governance, or delivery oversight experience who can operate confidently in a global matrix environment.

Key Responsibilities

Governance Frameworks & Standards

  • Define, implement, and maintain delivery governance frameworks, ensuring consistency and quality across the value pool’s digital programme portfolio.
  • Develop standards, templates, and processes covering planning, reporting, risk management, dependency tracking, and change control.
  • Ensure governance structures align with enterprise standards while enabling agility, flexibility, and rapid iteration.

Portfolio Reporting & Insights

  • Develop and manage reporting dashboards that provide clear and timely visibility of delivery progress, risks, financials, and key performance indicators.
  • Consolidate inputs from product teams, delivery squads, and cross‑functional stakeholders to create executive‑ready reporting packs.
  • Ensure information accuracy, consistency, and data quality across all reporting channels.

Risk, Issue & Dependency Management

  • Oversee the identification, documentation, and management of risks, issues, and dependencies across the portfolio.
  • Facilitate proactive mitigation planning, escalation processes, and cross‑team coordination to minimise delivery disruption.
  • Monitor systemic risks and recurring patterns, providing recommendations for structural improvements.

Governance Forums & Stakeholder Alignment

  • Support and coordinate governance forums, including steering committees, portfolio reviews, and delivery assurance meetings.
  • Ensure agendas, materials, minutes, and follow‑ups are professionally managed and aligned to decision‑making needs.
  • Serve as a key liaison between delivery teams and the Portfolio CoE, ensuring bi‑directional alignment and adherence to enterprise governance standards.

Continuous Improvement

  • Drive continuous improvement across delivery governance practices by identifying areas for simplification, automation, or process enhancement.
  • Facilitate lessons‑learned sessions, retrospectives, and best‑practice sharing across product and delivery teams.
  • Recommend and embed improvements that increase transparency, efficiency, and predictability in delivery execution.

Qualifications & Experience

Basic Qualifications

  • Proven experience in PMO, delivery governance, or programme/portfolio oversight roles.
  • Strong reporting and analytical capability, including dashboard creation and data interpretation.
  • Demonstrated ability to manage and influence stakeholders in a global matrix environment.
  • Experience with risk, issue, and dependency management across multi‑workstream programmes.

Preferred Qualifications
