It is increasingly clear investments in data, technology and services are accelerating to be among the most significant shifts in business strategy and operating models the global / US Healthcare & Pharmaceutical industry has ever seen. This evolution is a reimagining how key stakeholders – manufacturers, providers, pharmacists, payors, and their partners – operate to improve patient outcomes.
As a central part of our vision to be Healthcare’s Vital Partner for What’s Next, IQVIA is making investments to help lead this strategic and operational transformation for our customers, setting new standards in healthcare. Our goal is to help key stakeholders operate their businesses better (from clinical to commercial) and to improve the delivery of quality healthcare to patients and their families.
The Technology & Innovation role functions as a very high-visibility senior leader in the Information Solutions (IS) & Supplier Services (SS) business, and team. The role will work across major US and global functions to lead the development, delivery, execution, operation, maintenance, and support of new US SCION Platform (herein, “SCION”), including as a foundation for current and next generation Offering.

Business Rationale / Justification
SCION has succeeded through an intentionally integrated, cross-functional operating model in which development, architecture, data management, methodology, quality, governance, operations and commercialization operate as one team with shared accountability for defined business outcomes.
To date, the lead Technology & Innovationrole has been a critical connective point in the evolution of the operating model, spanning Technology & Development leadership, Core and Patient Data development, system integrations, production and history corrections, delivery requirements, data quality strategy and derivative product / service / delivery solution quality gates.
As SCION moves from development toward delivery, including day-to-day production operations and large-scale customer transition, the need for the Technology & Innovationrole does not diminish.
The Technology & Innovationrole’s immediate focus will shift from developing SCION to maintaining architectural integrity while delivering, enabling customer transitions, and scaling it to relaunch a new generation of the Offering. Recent SCION program updates to IQVIA executives and key stakeholders identify the delivery and customer transition phase sequencing as a primary risk to program success.
Essential Key Responsibilities
- Protect Financial Value
- Deliver SCION to production in 2027 and an operational frame in 2028 to 2023, enabling the support of all US Data customers and delivery of next generation Offering across the US RBU. Key financial metrics include:

- To protect and enable the return on the broader SCION investment by ensuring technology decisions translate into sustainable operating economics
- to provide architectural leadership and discipline across SCION-specific, related and derivative investments, including current and future development priorities
- to mitigate the likely risk of duplicative US and Global technical development and unnecessary application customization by driving approved architectural design decisions
- Maintain Operational & Development Controls
As the senior technology and architecture leader
- maintain accountability for architecture, technical standards and cross-platform dependencies
- institutionalize the Quality Strategy and Quality Gates (previously established within SCION program rather than allowing these controls to fragment across functions)
- maintain alignment across data, technical, operational/process and application architecture, consistent with the SCION architecture framework
- preserve SCION’s intended model of consistent data quality, governance, privacy and a harmonized information manufacturing process
- As the senior leader of SCION, deliver to operational metrics within a fiscal year:

- $10M–$30M in downstream delivery and related costs
- $10M–$20M associated with redundant databases, offerings, and infrastructure
- These opportunities remain subject to validation and should be tracked as potential benefits rather than committed savings
- As a Member of the Business Leadership Team
- Create sustainable operational execution speed and accountability
- Preserve the “one team, no excuses” operating philosophy that has driven SCION’s progress
- Maintain a single architectural decision point - keep architecture directly connected to development and customer-transition execution as priorities compete for resources
- across Development, Data Management, CDH, Methodology, Quality, Governance and the business
- prevent architectural responsibilities from becoming fragmented across teams, slowing decisions and creating unclear accountability
- As a Leader of the SCION 2027 Rollout to Customers
- Help the team successfully migrate legacy and new customers to SCION sourced information by mid-2028. Key metrics include: (the following is representative, and not final or exhaustive):
- 500+ customers
- 70,000+ customer deliverables or reports

- Preserve Critical Knowledge & Continuity
- Opportunity to convert individual institutional knowledge into sustainable organizational capability.

- Maintain the architecture that defines SCION’s systems, subsystems, interfaces, external systems and data-source relationships
- Manage the planned transfer of knowledge into a permanent accountable function rather than distribute it informally across multiple leaders
- Backfill the capability needed for Scion today while establishing an architecture function designed for the organization that Scion is creating
- Sustain the Team & Evolve the Architecture for the Future
- Preserve Scion's dedicated, cross-functional leadership structure, which was deliberately established to manage complex program dependencies.
- Avoid redistributing substantial architecture responsibilities among leaders already accountable for other elements of Scion and Information Transformation.

- Provide continuity as Scion transitions from a transformation program toward an ongoing information manufacturing and delivery capability.
