Microsoft Technology/Software

Senior Technical Program Manager

Redmond, WA In person Full-time

Overview

Microsoft’s mission is to empower every person and every organization on the planet to achieve more. As employees we come together with a growth mindset, innovate to empower others, and collaborate to realize our shared goals. Each day we build on our values of respect, integrity, and accountability to create a culture of inclusion where everyone can thrive at work and beyond.

AI is reshaping how organizations operate, increasing both the pace of innovation and the need for disciplined execution. As AI workloads scale, compute and tokens have become among the largest and most constrained investments in the business, with direct impact on cost of goods sold, margin, and the capacity available for innovation. Microsoft Security sits at the intersection of identity, data, cloud, and AI. Operations & Efficiency builds the operating system for MSEC so engineering leaders can manage the business, make informed trade-offs, and free capacity for innovation in the age of AI.

As a Senior Technical Program Manager, you will connect MSEE’s most important bodies of work into an integrated portfolio, making priorities, dependencies, risks, gaps, and trade-offs visible to leadership. You will design and drive the operating system and rhythm of business used to govern that portfolio, bring together the evidence and stakeholders needed for decisions, and ensure commitments are translated into action and driven through closure.

This is not solely a governance or reporting role. You will directly own and drive a selected set of high-priority, cross-cutting strategic initiatives, particularly where the work spans multiple organizations, requires alignment across competing priorities, or needs a leader to bring the pieces together and move the work from ambiguity to execution. You will also set the strategy and governance for how MSEC plans, funds, consumes, and optimizes its Azure compute and AI capacity.

Responsibilities

Portfolio Integration & Strategic Initiatives

  • Connect distinct bodies of work across MSEE into an integrated portfolio, making priorities, dependencies, trade-offs, risks, gaps, and resource implications visible to leadership.
  • Partner with leaders across MSEC to establish shared portfolio priorities, clarify ownership, and identify where decisions or intervention are needed to keep work moving.
  • Directly own and drive a selected set of high-priority, cross-cutting strategic initiatives, particularly where execution spans multiple teams or requires someone to bring the pieces together.
  • Move complex initiatives from ambiguity to execution by defining outcomes, aligning stakeholders, establishing an execution path, and driving commitments through closure.
  • Surface conflicts and trade-offs early, develop clear recommendations, and escalate decisions at the appropriate leadership level. Portfolio Governance & Decision Management
  • Establish and run the mechanisms through which MSEC governs its integrated portfolio, with clear accountability, decision rights, operating cadence, escalation paths, commitment tracking, and closure.
  • Design and evolve the end-to-end rhythm of business, including annual strategy and planning, quarterly business reviews, monthly leadership team reviews, and executive decision forums.
  • Bring together the evidence, trade-offs, recommendations, and stakeholders required to make decisions at the right level.
  • Translate leadership decisions into clear actions, owners, milestones, and outcomes, and drive commitments through closure.
  • Define MSEC leadership scorecards and North Star metrics in partnership with Economics, Analytics & Insights and Finance, spanning business health, execution, workforce, capacity, and COGS performance.
  • Establish a consistent operating cadence across MSEC divisions so the organization operates as a predictable, connected system. AI-Native Operations, Data & Automation
  • Define the vision for an AI-native operating system, embedding agents and automation into planning, executive reporting, portfolio monitoring, capacity management, and action tracking.
  • Partner with the Data & Automation Platform team to build a unified, trusted data foundation connecting telemetry, Azure consumption and cost data, Azure DevOps, and Microsoft Graph signals end to end.
  • Drive early-warning mechanisms, including anomaly detection on capacity spend and leading indicators of portfolio and execution risk, so leaders can act before issues escalate. Decision & Change Management | Leadership & Influence • Lead large, cross-organization virtual teams across Engineering, Finance, Capacity, Data, and Business Operations without direct authority.
  • Influence senior leaders by translating complex portfolio, capacity, and business data into clear choices, recommendations, and decisions.
  • Mentor program managers and raise the bar for program management, portfolio discipline, operating rigor, and executive communication across Operations & Efficiency.
  • Champion change across a large, matrixed organization, building trust and adoption for new operating mechanisms and ways of working. Capabilities & Experience
  • Extensive experience integrating complex portfolios and running operating systems or rhythms of business for senior executives in large product- or engineering-led organizations.
  • Proven ability to directly lead high-priority, cross-cutting initiatives from ambiguity through execution and measurable outcomes.
  • Deep expertise in cloud capacity strategy and economics, including demand forecasting, capacity planning, utilization, and COGS optimization at scale.
  • Exceptional ability to influence senior leaders, navigate organizational boundaries, and translate complex data into clear choices and decisions.
  • Proven record of leading organization-wide transformation and driving measurable business outcomes across matrixed environments.

Bachelor's Degree AND 4+ years experience in engineering, product/technical program management, data analysis, or product development OR equivalent experience.
