Microsoft Treasury supports the digital transformation journey of Microsoft’s customers, partners & vendors by providing competitive credit and payment solutions to support revenue growth while managing credit risk. We are a compliance first organization with customer obsession and deal economics focus. We support over $150B in trade and receivables and $11B in payment solutions per year in global markets. The team is also charged with managing over $130B of investment portfolio, currency risk, bank account infrastructure and business risk insurance.
The Outsourcing Manager will work in partnership with the Senior Outsourcing Manager to deliver outsourcing service delivery, vendor oversight and governance in a newly created Payments Institution based in Dublin, Ireland. This is a hands-on, broad role: alongside outsourcing, you will support operational governance, risk and control, reporting and change activity across the Payments Institution. You will work with growing independence on defined programs and workstreams, applying sound program management discipline to keep our intra-group and third-party arrangements compliant with Central Bank of Ireland (CBI) requirements and aligned to Microsoft’s business priorities.
It is an excellent opportunity for someone who enjoys variety and wants to build deep expertise in regulated outsourcing.
Responsibilities
Support outsourcing service delivery and governance. Maintain the CBI outsourcing register and supporting records, ensuring they are complete, accurate and audit-ready. Coordinate day-to-day oversight of intra-group and third-party vendors, including service reviews, issue logs and follow-up actions.
Deliver defined outsourcing projects and workstreams. Own the project plan, RACI, timelines, milestones and status reporting for assigned outsourcing projects, escalating risks and dependencies to the Senior Outsourcing Manager and stakeholders in good time.
Monitor performance and report. Collect and analyse SLA and KPI data from vendors and internal teams, maintain scorecards and dashboards, and draft reports and papers for committees and senior management that highlight performance trends, risks and remediation progress. Close partnership with Microsoft's Service Delivery Management team to ensure that services are delivered compliantly and in line with agreed standards.
Support onboarding, due diligence and exit planning. Coordinate pre-outsourcing assessments, risk assessments, materiality/criticality assessments, due diligence and exit-plan documentation for new and existing arrangements.
Support contracting. Help prepare contract requirements and track contract content and amendments with CELA and key stakeholders, checking that outsourcing agreements reflect regulatory obligations and internal standards.
Contribute across operations, risk and governance. As a versatile member of a small team, support wider Payments Institution activity as priorities require — including policy and procedure updates, risk and control self-assessments, incident and issue tracking, operational resilience and business continuity activities, and governance committee preparation (agendas, papers, minutes and action tracking).
Drive process improvement. Identify opportunities to simplify and automate manual processes, gather requirements, document current and future-state processes, and support the rollout of improvements and tools.
Support change and communication. Prepare clear communications, training materials and guidance for stakeholders and vendor teams, and support the rhythm of business during program execution.
Support audits and regulatory reviews. Gather and organise evidence of control and oversight of outsourcing arrangements for internal audit, external audit and regulatory requests, and track resulting actions through to closure.
