About Us

The North Carolina Department of Health and Human Services (DHHS) is one of the largest, most complex agencies in the state, and has approximately 17,000 employees. It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence.

Description of Work

Lead a mission‑driven team dedicated to strengthening quality and outcomes across North Carolina’s behavioral health and developmental disability service system. The Quality & Evaluation section provides data‑driven oversight, evaluation, and continuous improvement of DMH/DD/SUS programs. It designs, maintains, and advances quality and evaluation frameworks that support performance measurement, data‑informed decision‑making, and compliance with state and federal reporting requirements.

In this leadership role, you will guide people, projects, and analytical processes that drive statewide improvement. You’ll manage a team of data analysts and supporting staff, coordinate complex evaluation and quality initiatives, and foster shared learning across the Division and the statewide service network. Your work will shape how data is gathered, interpreted, and used to strengthen operations and improve outcomes for individuals with mental health needs, developmental disabilities, substance use disorders, and traumatic brain injury.

Key responsibilities include supporting LME and provider agency quality staff, facilitating quality workgroups, coordinating improvement activities among diverse stakeholders, and overseeing major survey and data‑collection projects and related contracts. This role is ideal for a collaborative leader who brings strong analytical, project management, and communication skills, and a commitment to improving services for North Carolinians.
