The CIDO Business Strategy role is responsible for shaping strategic context, framing enterprise priorities, developing decision-ready options, and connecting leadership intent to business outcomes, operating-model implications, and transformation sequencing.

It is expected to partner closely with those architecture peers and with Ops & Performance Management while maintaining direct alignment to the Head of Strategy and Architecture.
The successful candidate will
- Define strategic direction, business framing, and priority logic for the broader Strategy and Architecture portfolio.
- Shape decision-ready strategic options tied to enterprise outcomes, business drivers, operating-model choices, and transformation sequencing.
- Partner with enterprise technical architecture, enterprise business architecture, and ops/performance leaders to keep strategic direction aligned with architecture and execution realities.
- Support leadership decision-making through strategic analysis, briefing content, roadmap framing, and cross-functional prioritization.
- This position will be available as a virtual telecommuter, however, the incumbent most be within 90 miles of a major Northrop Grumman location for ad hoc onsite meetings
Key Responsibilities
- Serve as the CIDO Business Strategy lead within Strategy and Architecture.
- Translate enterprise context, leadership intent, business drivers, and transformation goals into coherent strategy framing for the portfolio.
- Develop strategic narratives, option analyses, and decision-ready materials that clarify priorities, trade-offs, sequencing, and expected outcomes.
- Help define portfolio priorities, transformation themes, and business-value framing across architecture, operations, analytics, and AI-readiness efforts.
- Partner with the Enterprise Technical Architecture Lead, Enterprise Business Architecture Lead, and Ops & Performance Management to align strategy, architecture direction, governance, and measurable execution outcomes.
- Clarify how enterprise strategy choices affect operating model, business capability priorities, investment focus, modernization timing, and leadership decision thresholds.
- Support executive and stakeholder decision-making by framing strategic implications, business rationale, dependencies, risks, and organizational impacts.
- Develop and maintain repeatable strategy artifacts, including strategic summaries, roadmap framing, issue papers, briefing content, and decision-support packages.
- Identify where strategy, business priorities, architecture direction, and performance measures are drifting out of alignment and recommend corrective framing.
- Represent the strategy lane in senior leadership discussions, planning forums, and transformation working sessions.
Basic Qualifications
- Bachelor’s degree in Business, Strategy, Finance, Information Systems, or related field and 12+ years of relevant experience, or a Master’s degree with 10+ years, or a PhD with 8+ years.
- Candidates must have the ability to obtain, and maintain, a U.S. Government Secret level security clearance as a condition of continued employment.
- Demonstrated experience in business strategy, enterprise planning, IT/Business strategic analysis, transformation planning, chief-of-staff, business management, or closely related roles.
- Strong ability to frame business priorities, strategic options, operating-model implications, and transformation trade-offs for senior leaders.
- Experience developing executive-ready decision materials, strategic roadmaps, briefing content, or enterprise planning artifacts.
- Demonstrated ability to work across business and technical stakeholders and connect strategy to architecture, execution, and measurable outcomes.
- Strong written and verbal communication skills, including facilitation, synthesis, and executive-level communication.
- Experience leading enterprise or functional strategy development and execution in large matrixed organizations.
