About the role
Responsibilities
We are seeking an experienced Program Manager to lead execution of a large-scale, mission-focused technology program spanning software development, systems engineering, transition, operations, and sustainment.
The Program Manager will serve as the primary management interface to the Government, providing accountability for contract execution, customer engagement, staffing, schedule, cost, subcontractor coordination, risk management, and delivery across a complex technology environment.
This role is ideal for a proven program leader who can bring structure and accountability to multiple concurrent workstreams while partnering closely with technical leadership. The Program Manager will maintain program-level visibility and drive execution across development and operations while technical authority remains with the appropriate architecture and engineering leads.
Key Responsibilities
Program Execution
- Lead overall program execution and serve as the primary management interface to the Government.
- Manage the integrated program schedule, staffing plan, contract deliverables, risks, dependencies, and performance commitments.
- Coordinate concurrent development, systems engineering and integration, operations and sustainment, transition, and G2PS activities.
- Maintain visibility into major technical, staffing, schedule, and operational issues and drive appropriate actions toward resolution.
- Coordinate major program milestones, including MVP, pilot, initial operating capability, tenant onboarding, and full operational capability.
- Ensure development, transition, and operational activities remain aligned with customer priorities and contractual commitments.
- Balance competing program priorities while maintaining focus on delivery, customer satisfaction, and mission outcomes.
Staffing & Team Leadership
- Develop and maintain a time-phased staffing plan across prime, subcontractor, vendor, and contingent personnel.
- Coordinate recruiting, retention, clearance readiness, backfill, and surge actions for hard-to-fill technical positions.
- Ensure key personnel and technical leads have clearly defined responsibilities and appropriate decision authority.
- Lead and coordinate multidisciplinary engineering and Operations & Sustainment organizations.
- Manage subcontractor performance and ensure workshare remains aligned with defined program responsibilities.
- Foster effective collaboration, accountability, and communication across the program team.
Performance & Governance
- Establish and maintain program operating rhythms for status, risk, issue, opportunity, staffing, financial, and technical reviews.
- Coordinate service-level performance, customer feedback, and corrective actions with the Service Delivery Manager.
- Ensure technical, management, staffing, and cost assumptions remain consistent across the proposal and execution baseline.
- Provide concise, actionable Government reporting that clearly communicates program status, blockers, decisions required, and recovery actions.
- Maintain appropriate visibility into program performance and ensure emerging issues are identified, escalated, and addressed in a timely manner.
- Location: This position is fully onsite in Chantilly, VA.
Required Qualifications
- Active TS/SCI with CI Polygraph.
- 12+ years of relevant program, technical, or delivery-management experience.
- Demonstrated experience managing large, classified IT, software, cloud, platform, or systems-engineering programs.
- Experience leading multidisciplinary engineering and Operations & Sustainment (O&S) organizations.
- Experience managing subcontractors, staffing, schedules, risks, and customer reporting.
- Working understanding of software and platform delivery lifecycles and modern cloud or DevSecOps environments.
- Demonstrated ability to manage concurrent development, transition, and operational responsibilities.
- Strong written and verbal communication skills with Government and executive stakeholders.
- Demonstrated ability to establish accountability, coordinate across multiple organizations, and drive complex program activities to successful completion.
Desired Qualifications
- Experience with one or more of the following is beneficial:
- NRO or Intelligence Community program-management experience.
- Experience with developer platforms, software factories, or cloud modernization programs.
- Experience transitioning incumbent enterprise IT or mission-platform environments.
