About the role
Responsibilities
We are seeking an experienced Transition Lead to plan, coordinate, and drive the transition of services, users, infrastructure, technical dependencies, knowledge, and operational responsibilities from existing environments into a new enterprise platform environment.
The Transition Lead will work across incumbent teams, engineering organizations, customer stakeholders, and tenant programs to ensure transition activities are sequenced, measurable, and aligned to defined readiness criteria. This role will provide the coordination and visibility needed to move capabilities into the new environment while identifying dependencies, closing knowledge gaps, and managing transition risks through operational readiness.
The ideal candidate brings strong experience coordinating complex technology transitions and can effectively navigate dependencies across software, cloud, infrastructure, security, networking, data, and operations. This individual must be comfortable working across technical and customer organizations to establish plans, track progress, resolve issues, and ensure responsibilities can be successfully assumed.
Responsibilities
Transition Planning & Execution
- Develop and maintain an integrated transition plan and schedule covering services, users, infrastructure, technical dependencies, staffing, and operational responsibilities.
- Identify and manage transition dependencies involving staffing, clearances, system access, documentation, tooling, licenses, infrastructure, interfaces, and incumbent services.
- Define measurable readiness criteria for assumption of responsibility and track completion against established milestones.
- Coordinate transition activities with development, pilot, tenant onboarding, and operational milestones.
- Maintain visibility into transition progress, dependencies, risks, and issues and drive actions through resolution.
- Coordinate across technical and operational teams to ensure transition activities remain aligned with overall program objectives.
Knowledge & Capability Transfer
- Coordinate structured knowledge transfer from incumbent technical teams and customer personnel.
- Identify and track the documentation, configuration, architecture, interface, operations, and support knowledge required for successful transition.
- Coordinate shadowing, reverse shadowing, technical walkthroughs, and operational validation activities as appropriate.
- Identify knowledge and capability gaps early, establish ownership, and track closure through completion.
- Ensure critical operational knowledge and responsibilities are effectively transferred to successor teams.
Legacy & Service Transition
- Coordinate decisions regarding the reuse, replacement, migration, or retirement of existing capabilities and services.
- Support transition planning for existing applications, platform services, CI/CD workflows, tenant services, infrastructure, and other incumbent dependencies.
- Coordinate tenant and mission-application migration planning with platform engineering and technical teams.
- Evaluate dependencies between existing and target environments and ensure required interfaces and supporting capabilities are accounted for.
- Track transition risks and issues through resolution and communicate required actions, decisions, and dependencies to Government and program stakeholders.
Readiness & Stakeholder Coordination
- Establish clear transition milestones, readiness measures, and reporting mechanisms to provide stakeholders with visibility into progress.
- Coordinate with engineering, operations, security, infrastructure, and mission teams to validate transition readiness.
- Support transition reviews and provide concise status reporting on accomplishments, blockers, risks, dependencies, and upcoming activities.
- Facilitate collaboration between incumbent personnel, successor teams, customer stakeholders, and tenant organizations throughout the transition lifecycle.
- Location: This position is fully onsite in Chantilly, VA.
Required Qualifications
- Active TS/SCI clearance with CI Polygraph.
- Approximately 8–10 years of relevant experience in systems engineering, program management, migration, transition, integration, or technical delivery.
- Minimum of 8 years with BS/BA; 4 additional years' of experience may be considered in lieu of a degree.
- Demonstrated experience transitioning complex enterprise, software, cloud, or classified environments.
- Strong dependency-management, scheduling, planning, and technical-coordination skills.
- Ability to understand and coordinate dependencies across software, cloud, security, networking, data, infrastructure, and operations.
- Experience developing transition readiness criteria, tracking milestones, and producing transition status reporting.
- Demonstrated ability to coordinate across multidisciplinary technical teams and customer stakeholders.
- Strong written and verbal communication skills.
Desired Qualifications
- Experience supporting NRO or Intelligence Community programs.
- Experience with major cloud, enterprise, or application migrations.
- Experience transitioning DevSecOps environments or software factories.
- Experience supporting classified, multi-domain, or highly secure environments.
- Experience leading incumbent-to-successor knowledge transfer.
- Experience supporting complex platform or mission-system transitions involving multiple tenants, applications, or service providers.
