Overview
We are seeking a highly organised and commercially minded Network Operations & Partnerships Manager to connect the Singapore Hub Team across the APAC network and priority regional and global media partners. The role has two primary components: driving disciplined network operations across APAC and building strategic partner relationships that unlock innovation, capability and growth for the account.
Working across global, regional and local stakeholders, this role will translate global direction into consistent market execution, maintain visibility of staffing, finance and operational requirements, and ensure emerging platform opportunities are incorporated into relevant client campaigns. The role will also co-manage the agency test-and-learn roadmap, partnering with pillar leads and market teams to move new capabilities from opportunity to application.
Key Responsibilities
APAC Network Operations & Governance
Act as the central operational link between the Singapore Hub, APAC local markets and global teams, enabling clear communication, visibility and accountability across the network.
Maintain current market organisation charts, FTE staffing plans and resource views, working with local leadership to update team and capability changes.
Translate global planning principles, governance requirements and communications into clear regional actions, ensuring consistent understanding and adoption across markets.
Coordinate and track recurring market inputs, including timesheets, finance submissions, media reconciliation and other operational or financial reporting requirements.
Partner with finance, account leadership and local teams to improve the accuracy, timeliness and transparency of market submissions and reconciliations.
Consolidate network updates for business reviews and leadership forums, highlighting operational performance, resourcing, financial status, risks and recommended actions.
Manage and maintain new joiner onboarding materials, ensuring resources, process guidance, contact information and training content remain current, accessible and aligned with account ways of working.
Coordinate end-to-end access and onboarding for Publicis internal platforms and relevant media platforms, working with internal teams and partners to ensure new joiners receive the required permissions, tools and training in a timely manner.
Identify opportunities to simplify workflows, standardise ways of working and strengthen operational controls across the APEC network.
Media Partnerships, Innovation & Test-and-Learn
- Own and develop relationships with priority regional and global media partners, including Google, Meta, TikTok, Netflix and Amazon, alongside other relevant publishers, platforms and technology partners.
- Establish a structured partner engagement plan covering regular business reviews, capability updates, training, thought leadership and access to alpha, beta and new-product opportunities.
- Maintain a clear view of partner roadmaps and emerging capabilities, assessing their relevance to client’s business objectives, audiences, markets and upcoming campaigns.
- Co-manage the agency test-and-learn roadmap, including opportunity identification, prioritisation, ownership, timelines, measurement approach, results and next-step recommendations.
- Work closely with pillar leads, planners, activation teams and analytics specialists to ensure suitable alphas, betas and new products are considered and incorporated into upcoming campaign plans.
- Build a reliable pipeline from partner opportunity to campaign activation, removing barriers, clarifying requirements and tracking progress through to learning and potential scale-up.
- Partner with local markets to maintain an up-to-date view of key local media relationships, platforms, products and market developments.
- Coordinate regular market sharing sessions with the Singapore Hub, with particular focus on Japan, Korea, India and Australia, to strengthen local market knowledge and surface transferable opportunities.
- Create and maintain a central repository of partner updates, local market intelligence, case studies, test results and best practices that can inform future planning.
- Represent the account in relevant partner and industry forums, bringing actionable insights and opportunities back to the wider client and agency team.
- Bachelor’s degree in Marketing, Business, Communications or a related discipline.
- 5+ years of experience in integrated media planning, media operations, regional account management, media partnerships, agency operations or a related role.
- Experience working across regional or multi-market accounts, ideally within APAC and a media agency environment.
- Strong understanding of media planning, activation, governance, financial operations and campaign reconciliation processes.
- Demonstrated experience managing senior stakeholders and coordinating deliverables across global, regional and local teams.
- Established knowledge of major media platforms and the digital media ecosystem; direct experience working with platform or publisher partners is highly advantageous.
- Experience developing or managing innovation, experimentation or test-and-learn programmes, with the ability to connect new capabilities to business and campaign needs.
- Strong project management and organisational skills, with the ability to manage multiple workstreams, deadlines and dependencies.
- High attention to detail and confidence working with staffing, operational and financial data.
- Advanced proficiency in Microsoft Excel and PowerPoint; familiarity with workflow, reporting and collaboration tools is advantageous.
Skills & Competencies
- Strong stakeholder management and relationship-building skills across cultures, seniority levels and disciplines.
- Operational discipline, with the ability to create structure, maintain momentum and follow through on commitments.
- Commercial and strategic curiosity, with the judgement to distinguish meaningful opportunities from short-term novelty.
- Clear, confident communication and facilitation skills, including the ability to turn complex global or partner updates into practical actions.
- Proactive, decisive and solutions-oriented, with the ability to identify risks early and support teams in resolving challenges.
- Collaborative working style, balancing independent ownership with effective partnership across the wider account.
