Technical Program Manager (Cloud)

Toronto, Canada In person Full-time

Location: TORONTO, Ontario, Canada

What is the opportunity?

We are looking for a Lead Technical Program Manager (Cloud) to own the delivery of complex, cross-team cloud programs, including migrations, platform and landing zone builds, environment and capacity readiness, and the modernization of on-prem infrastructure.

You will be accountable for the outcome: the plan is complete, the dependencies are visible, the delivery path to production is understood and sequenced, and leadership knows where things stand. You will partner with engineers and architects who own the technical decisions and designs – to make sure those decisions get made, the right people are in the room, and the work lands on time and safely in a regulated environment.

The successful candidate will bring technical understanding to follow an architecture diagram, know what a change has to pass through on its way to production, ask the right questions of an estimate, and set go/no-go criteria with technical leads. Scaled agile delivery and AI-enabled ways of working are table-stakes and foundational for success.

What will you do?

Program Leadership and Delivery: Own end-to-end delivery of multiple concurrent hybrid cloud programs across AWS, Azure and on-prem, from intake and business case through to release and closure. Translate strategy into measurable outcomes, and bring trade-offs on scope, timelines, capacity and budget to senior leadership.

Resource and Cost Management: Manage the resource program allocation with finance, product and engineering partners, including the cost impact of delivery decisions.

Technical Dependencies and Path to Production: Build and maintain a working understanding of the main components of a cloud platform (compute, networking, storage, Kubernetes/Openshift, databases), and identify where the design creates risk to the plan. Map the full route from commit to production, and plan around the lead time of each step with clear ownership and delivery targets.

Cross-Team Dependency Management: Identify dependencies between teams, such as namespaces, landing zones, network connections, certificates or vendor and security reviews, and place them on the plan.

Estimates and Readiness: Question engineers on what each estimate includes, and identify gaps such as environment provisioning, access requests, pipeline changes, security sign-off, integration testing, observability or rollout work.

Release Strategy and Go/No-Go: Understand release approaches such as blue-green, canary and phased rollout, along with rollback. Set go/no-go criteria with technical leads, and lead the readiness decision.

Technical Decision Ownership: Ensure architecture and design decisions are raised early, owned by the engineers and architects who make them, and made in time to protect the schedule.

Reporting: Manage RAID logs and delivery health metrics (predictability, throughput and cycle time), ensure they are up to date, and provide clear status reporting to steering committees and senior stakeholders.

Work with security, risk, architecture and compliance teams to ensure deliverables meet regulatory, resiliency and control requirements, with no surprises late in the schedule.

What do you need to succeed?

Must have

7+ years of experience leading technical programs, with a proven ability to identify, track and mitigate risks, dependencies and blockers proactively.

Bachelor's degree in Computer Science, Engineering or a related technical field.

Experience delivering cloud, infrastructure or platform programs into production, such as migrations, platform builds or environment readiness.

Deep understanding of how cloud infrastructure works across AWS, Azure and on-prem, including key platform components and how each creates dependencies in a plan.

Strong understanding of the path to production, including CI/CD, infrastructure as code (such as Terraform, CloudFormation, ARM/Bicep or Ansible), security scans and change approval. Able to challenge estimates that appear incomplete during refinement and planning.

Able to explain lift-and-shift, re-platforming and re-architecting, and link each option to cost, timeline and risk. Understands blue-green, canary and phased releases, rollback and go/no-go readiness.

Plans security and compliance into delivery from the outset, including IAM, network segmentation, encryption and audit requirements.

Experienced in executive reporting, using delivery metrics to drive decisions and influence senior executives and technical leaders.

Proficient in Jira and Confluence for project tracking, workflow management and reporting
