- Lead tools and fieldwork planning
- Lead institutional capacity and readiness assessment
- Lead data integration and GIS mapping
- Lead capacity assessment and preparation of support plan on SWM
- Lead the identification and Mapping of Community Structures and Groups
- Assess leadership and governance capacity of community groups
- Evaluate community’s financial capacity and resource mobilization
- Lead the conduct Gap Analysis and Prioritization
- Support preparation of feasibility study (FS) and preliminary engineering designs as well as detailed engineering designs
- Lead technical and financial screening of options
- Lead alignment and integration with engineering, safeguards, and ADB requirements
- Identify institutional, O&M, and governance arrangements
- Lead costing, phasing, and packaging of interventions
- Lead the development of implementation strategy
- Lead the development of institutional strengthening and capacity development plan
- Lead in the consolidation of the feasibility package
