Subject Matter Expert (ISO)

Description

Summary

Lead Consular Affairs/Passport Services (CA/PPT) ISO documentation and international standards work, and guides PPT toward a Quality Management System (QMS) through the ISO 9001:2015 certification program.

Responsibilities

• Develop a roadmap and level-of-effort estimate for implementing a QMS through ISO 9001:2015 certification, including an evaluation of benefits and risks.
• Serve as QMS SME, setting the structure for how PPT documents processes, measures performance, records non-conformances and improvement efforts, and defines risk.
• If the bureau proceeds, lead business process analysis, business solutions, performance measurement, continuous process improvement, customer satisfaction, and ISO-compliant policy, procedures and documentation.
• Analyze the Passport strategic plan and advise on aligning strategic planning with the ISO activities needed to mature the program.
• Lead ISO and other international-standard documentation.
• Identify, analyze and resolve problems that may affect service quality.
• Apply Lean Six Sigma methods to improve processes.

Requirements

Education & experience

• Active DoD secret clearance or ability to obtain one.
• Master's degree in a related field and a minimum of 10 years of federal program management, including at least 5 years of professional ISO 9001 knowledge and implementation; or 16 years of equivalent experience.
• ISO credential and Six Sigma (Lean) required.

Skills & qualifications

Project and program management tools, including Microsoft Project and Power BI.

Advanced program management methods and strategic thinking to develop long-term plans.
