Position Summary

The Executive Director, Clinical Enterprise Strategic Program Transformation Leads will lead complex, enterprise-scale transformations that advance clinical strategy, modernize operating models, and establish sustainable business capabilities.

We are hiring three leaders, one for each portfolio: Care Management, Utilization Management, and Clinical North Star. Each leader will oversee the strategy-to-execution roadmap, governance, decision rights, investment and resource priorities, and measurable clinical, operational, financial, and colleague outcomes across Medicaid, Medicare, and Commercial. Each will manage a team of employees, plus contractors, aligning business, clinical operations, technology, finance, and delivery partners on shared commitments.

As the primary integration and escalation contact for executive sponsors, each leader will resolve strategic tradeoffs and dependencies and ensure implementation readiness, adoption, value realization, and sustained operational performance.

Key Responsibilities

Transformation planning and delivery - Convert enterprise priorities into coordinated program roadmaps, operating-model changes, milestones, investment priorities, and outcome metrics. Lead delivery from strategy and planning through implementation and stabilization, remaining accountable for the approved business case.

Governance and executive alignment - Define cross-functional governance, decision authority, and accountability. Align senior leaders on scope, sequencing, capacity, and tradeoffs; direct program teams and delivery partners; and keep executives informed of progress, risks, and required decisions.

Readiness and change adoption - Oversee business and operational readiness, testing, deployment, training, communications, post-launch support, and operational handoff. Embed new capabilities and work practices across affected functions and lines of business.

Enterprise risks and dependencies - Proactively identify and resolve enterprise risks, issues, and dependencies across business and technology workstreams. Escalate significant barriers and required decisions to safeguard delivery commitments, compliance, and business outcomes.

Performance and benefits realization - Define and oversee performance and benefits-realization metrics. Track adoption, productivity, financial, and operational results; close value gaps; and sustain outcomes consistent with the approved business case.

Demonstrated ability to translate enterprise strategy into integrated roadmaps, operating-model changes, investment priorities, milestones, and measurable outcomes.

Proven experience establishing and leading cross-functional governance, decision rights, accountability structures, and executive-level operating forums.

Demonstrated success influencing senior executives and resolving complex strategic tradeoffs, competing priorities, risks, and cross-functional dependencies.

Experience leading teams across business, clinical operations, technology, finance, and program delivery within a highly matrixed organization.

Strong financial and business acumen, with experience managing business cases, investment decisions, resource allocation, performance metrics, and benefits realization.

Proven experience leading organizational readiness and change adoption, including implementation planning, training, communications, operational handoffs, and post-launch stabilization.

Ability to establish and monitor clinical, operational, financial, productivity, and adoption measures and drive corrective actions when expected outcomes are not achieved.

Strong understanding of risk management, regulatory/ compliance considerations, and operational dependencies within complex healthcare environments.
