Together we fight for everyone’s opportunity for a better financial future.
We will do this together — with customers, partners and colleagues. We will fight for others, not against: We will stand up for and champion everyone’s access to opportunities. The status quo is not good enough … we believe every individual and every community deserves access to financial opportunities. We are determined to support both individuals and communities in reaching a better financial future. We know that reaching this future depends on our actions today.
Like our Purpose Statement, Voya believes in being bold and committed to action. We are committed to a work environment where the differences that we are born with — and those we acquire throughout our lives — are understood, valued and intentionally pursued. We believe that our employees own our culture and have a responsibility to foster an environment where we all feel comfortable bringing our whole selves to work. Purposefully bringing our differences together to positively influence our culture, serve our clients and enrich our communities is essential to our vision.

About the role
Voya Wealth Management is hiring experienced Series 24 principals to join the team responsible for supervisory review across our dually registered broker-dealer and investment adviser, serving advisors in our employee and independent advisor channels. You will be the reviewing principal across brokerage, advisory and managed accounts, insurance and annuity products, fixed income, and options. We value depth in each of these areas equally.
This is a judgment role. The routine parts of review are increasingly handled by workflow and automation. What remains is the work that requires a licensed principal who understands the products, the rules, and the client, and who can make a defensible decision and explain it.
You will also help shape how review works here by testing automated review rules, defining what should and should not route to a principal, and identifying when a process is getting in the way of a good decision.
If you have run a review queue, know what a clean file and a problematic file look like across product lines, and want to work somewhere that is modernizing supervision rather than simply adding to the checklist, we would like to talk with you.
What you will do
Principal review
Serve as the reviewing principal for brokerage, advisory and managed account, insurance and annuity, fixed income, mutual fund, and options transactions across both advisor channels. Approve, condition, or decline transactions in accordance with firm procedures and regulatory requirements.
Review insurance and annuity transactions, including purchases, replacements, and 1035 exchanges, for suitability and best interest.
Review fixed income and options transactions and account approvals, including concentration, credit quality, and strategy suitability.
Evaluate advisory account recommendations and rollovers for consistency with Regulation Best Interest and DOL PTE 2020-02, and confirm that the Care Obligation evidence is complete.
Review new account documentation, account changes, and money movement requests that route to principal review.
Document the rationale for each decision so that it stands up to internal quality assurance and regulatory examination.
Meet the team’s service-level expectations for turnaround while maintaining the review standard.
Advisor interaction and escalation
Communicate review decisions to advisors and their staff clearly and professionally, including explaining what is needed to resolve a conditioned or declined item.
Escalate patterns, unusual activity, and potential sales-practice concerns to the AVP and Compliance.
Partner with Advisor Services, Licensing, and Operations to resolve issues that block a transaction.
Quality and consistency
Participate in calibration sessions and quality-assurance sampling, and apply feedback to maintain consistent decisions across the team.
Stay current on product changes, rule changes, and updates to the Written Supervisory Procedures, and apply them in review.
At the senior level, act as the subject-matter lead for one or more product areas, handle escalated and complex cases, and mentor newer reviewers.
Process improvement
Help define and test automated review rules, exception criteria, and risk-based routing. Identify reviews that no longer require a principal’s attention and those that require greater scrutiny.
Identify process friction and documentation gaps, and bring proposed solutions to the AVP.
Support regulatory examination requests and internal audits by producing review records and explaining decisions.
How this role fits our supervisory job family
Principal Review and Field Supervision are two areas of responsibility within Voya Wealth Management’s supervisory job family. This role will initially focus on Principal Review, where you will spend most of your time.
As our risk-based model matures and business volumes shift, you may be asked to support other supervisory activities, with appropriate training and transition support. We hire people who are interested in developing broader supervisory capabilities and provide opportunities to build those skills over time.
These broader supervisory responsibilities may include
Working with advisors across both channels and maintaining advisor risk profiles based on complaints, findings, product mix, exceptions, and surveillance results.
Performing risk-based branch and representative inspections, advisory oversight testing, and supervisory testing delegated by the Written Supervisory Procedures.
Reviewing communications-surveillance alerts; researching complaints and special situations with Compliance; and reviewing outside business activities, advertising, private securities transactions, continuing education, and representative files.
Verifying that Office of Supervisory Jurisdiction principals and field supervisors complete their delegated responsibilities, and keeping them informed of trends and findings.
The transaction-level judgment used in principal review also supports advisor-level supervision. Understanding what makes an individual file problematic provides a foundation for identifying broader patterns, risks, and supervisory concerns.
What you bring
Required
- Active FINRA Series 7 and Series 24 registrations.
- Active Series 66 registration, or Series 65 held with the Series 63, or the ability to obtain the required registration within 120 days of hire.
- Principal Reviewer: Two or more years of experience in principal review, supervision, or a closely related compliance or oversight role.
- Working knowledge of FINRA suitability and supervision rules, Regulation Best Interest, and product-specific requirements for insurance and annuity, fixed income, and options transactions.
Preferred
- Experience at a dually registered broker-dealer and registered investment adviser, ideally one with an independent advisor channel.
- Depth in one or more product areas, including insurance and annuity products, fixed income, options, or managed accounts.
- Experience with review workflow or supervision systems
- Experience supporting a FINRA or SEC examination or an internal audit.
- Experience with branch inspections, communications review, or other supervisory work.
- Bachelor’s degree or equivalent experience.
Who thrives in this role
Fluent across products. Whether reviewing an annuity replacement, an options strategy, or a managed-account rollover, you understand the difference between a recommendation that serves the client and one that serves the commission, and you can demonstrate your reasoning.
Clear with advisors. You can tell an advisor no, explain why, and help the advisor return with a better file rather than a complaint.
Curious about the rules. You read regulatory notices and updates to the Written Supervisory Procedures because you want to get the decision right.
A builder’s mindset. You see routine work moving to automation as an opportunity to focus on more complex judgment work, and you want to help design the rules.
Broad supervisory mindset. You are interested in how transaction review and advisor oversight connect and are willing to develop your skills across supervisory activities.
