About the role

The Programme Governance Manager will operate within a large-scale, business led transformation enabled by SAP S/4 HANA and other technologies. They will apply a practical understanding of the SAP delivery lifecycle to ensure governance remains aligned across business transformation, technology delivery, and deployment.

Working closely with the Programme Governance Lead, PMO Lead and programme leadership, the role uses governance data, sound judgement and constructive challenge to drive governance discipline, remove barriers and support effective decision-making, protecting programme outcomes, value and business continuity.

Key Responsibilities

Programme Governance Framework Operation & Embedding

Operate and embed the programme governance framework, ensuring it is consistently applied across workstreams, phases and governance forums.

Translate governance principles, decision rights and escalation routes into practical and effective ways of working.

Provide governance integration across scope, milestones, RAID, change control, financials, benefits, assurance and supplier delivery performance, using outputs owned by the relevant PMO and functional leads.

Ensure governance operates as one integrated model, maintaining effective interfaces between workstreams and delivery partners.

Monitor governance effectiveness, identifying areas where delivery is impacted by delayed decisions, unclear ownership, weak escalation or ineffective controls.

Maintain governance artefacts, calendars and supporting documentation, ensuring they remain aligned as the programme evolves.

Coordinate governance evidence for key SAP S/4 HANA delivery stage gates (e.g. design completion, build readiness, go-live, and hyper care exit) and readiness assessments, identifying gaps and providing a clear recommendation on whether entry and exit conditions have been met.

Ensure governance records and evidence are maintained to a standard suitable for Independent Programme Assurance (IPA), Internal Audit and External Audit scrutiny.

Governance Cadence & Forum Management

  • Ensure governance forums operate effectively with clear objectives, decision rights and expected outcomes.
  • Maintain visibility of governance decisions, actions and escalations, ensuring they are clearly documented, communicated and progressed through the appropriate accountable owners.
  • Proactively intervene where actions, commitments or governance deliverables are at risk of delay, working through the appropriate accountable owner.
  • Support the Programme Governance Lead in assessing which governance matters require escalation and which can be managed at programme level.
  • Coordinate agreed Independent Programme Assurance activity in line with programme phases and key milestones.
  • Partner with the Transformation Office Portfolio team to support enterprise transformation governance requirements.

Programme Reporting & Governance Insight

  • Use an understanding of SAP S/4 HANA delivery dependencies to identify where decisions or issues across process, solution, data, integrations, controls, testing and business readiness could affect the critical path, business continuity or programme outcomes.
  • Identify decisions that are becoming time-critical and intervene before delay affects the critical path or business outcomes.
  • Analyse governance information to identify recurring themes and underlying structural, ownership or governance weaknesses.
  • Produce concise, decision-focused reporting that shows progress, ownership, movement and required action rather than solely status.
  • Support the Programme Governance Lead in presenting a coherent governance position to senior stakeholders.

Stakeholder Engagement

  • Act as a trusted governance advisor to programme and workstream leaders, adapting communication to build alignment across differing priorities and risk appetites.
  • Build effective relationships across Business Process Owners, Change, Solution and Enterprise Architecture, Data, Testing, Security & Compliance, PMO, Delivery, and Delivery Services (SI) partner d teams to support an integrated governance approach.
  • Coach stakeholders on governance expectations, escalation quality, action ownership and decision preparation.
  • Provide continuity and support across governance activities on behalf of the Programme Governance Lead when required.

Governance Maturity & Continuous Improvement

  • Promote a culture of transparency, accountability, proactive escalation and decision discipline.
  • Use governance data, stakeholder feedback and assurance insights to prioritise targeted improvements to the governance model.
  • Lead agreed governance improvements and assess whether they strengthen decision quality, accountability and delivery outcomes.

Partner Governance

Build effective relationships with programme workstreams and delivery partners, using constructive challenge to hold them to agreed governance standards, evidence requirements and escalation timescales.

Ensure supplier governance is integrated with the programme model and does not create competing decision routes, reporting positions or accountability structures.

Support leadership decisions on supplier delivery by providing an integrated view of commitments, dependencies, performance and unresolved issues.

Apply practical SAP S4 HANA programme experience to constructively challenge the SI and other strategic partners on delivery evidence, governance compliance, readiness and the quality of recommendations presented for programme decisions.

Qualifications & Experience

  • Substantial governance or programme delivery experience within a large-scale SAP S4 HANA transformation with direct exposure to multiple delivery phases such as design, build, test, deployment, cutover and hypercare.
  • Experience operating formal stage-gate or quality-gate governance including assessing evidence and recommending whether entry/exit criteria are met.
  • Practical experience of SAP S/4HANA delivery governance, ERP or a comparably complex enterprise transformation, covering more than one delivery phase.
  • Experience working in a multi-partner environment and governing a lead Delivery Services (SI) partner, coordinating accountabilities across SI, SAP, internal business and technology workstreams.
  • Evidence of turning complex delivery information into clear, decision-focused recommendations for senior decision makers.
  • Experience establishing audit ready governance evidence and responding to Internal Audit, External Audit or Independent Programme Assurance.
  • Strong judgement, with examples of intervening before governance weaknesses materially affected delivery.
  • Strong stakeholder engagement, influencing and communication skills, with evidence of building alignment across differing priorities.
  • Clear understanding of integrated programme governance and the boundaries between governance oversight and specialist PMO process ownership.
