This role provides senior-level project and portfolio management support across site development and hard cost delivery activities within Field Technology Operations in Overland Park, Kansas. This Sr. Project Manager, Development serves as a key operational lead and first point of escalation for development-related activities, supporting leasing, zoning, permitting, regulatory compliance, construction coordination, vendor performance, project forecasting, and schedule adherence for new and modified telecommunications sites.

The role partners closely with RF, Operations, Construction, Real Estate, vendors, and market leadership to drive consistency, remove roadblocks, manage risk, and ensure timely and quality delivery of development and construction initiatives. While the position may directly manage assigned projects, its primary focus is broader portfolio oversight, operational rigor, reporting accuracy, issue resolution, and coordination of hard cost programs across multiple workstreams.

Success in this role requires a seasoned, self-directed professional who can quickly assess priorities, anticipate challenges, guide cross-functional partners, and elevate critical issues when appropriate. The position supports organizational goals by helping ensure development checkpoints, budget expectations, vendor deliverables, compliance requirements, and construction quality standards are met in support of network performance, customer experience, and market execution.

Base Job Responsibilities

Lead and support planning, coordination, and execution of site development and hard cost activities across assigned market portfolio, including leasing, zoning, permitting, regulatory compliance, construction coordination, and site modification work.

Coordinate with RF, Operations, Construction, Real Estate, vendors, and other partners to align priorities, optimize resources, remove obstacles, and support successful delivery of development and construction programs.

Monitor project and portfolio progress against key checkpoints, schedules, forecasts, budgets, and deliverables; track and communicate status — including schedule updates, phase gate progression, risk, budget impacts, vendor performance, and forecast accuracy — to partners and project sponsors to help ensure timely, accurate, and quality execution of development initiatives.

Identify process gaps, project risks, reporting inconsistencies, and execution challenges; recommend solutions and help implement improvements that drive consistency, accountability, and operational efficiency.

Ensure development activities are completed in accordance with regulatory requirements, company standards, construction quality expectations, and applicable operational guidelines.

Serve as the first point of contact for development-related questions, risks, roadblocks, and critical issues from internal teams, vendors, and cross-functional partners, resolving issues where appropriate and calling out critical matters to management when needed; provide guidance and informal leadership to project teams to support issue resolution, process compliance, and successful project delivery.

Also responsible for other duties, programs, and projects as assigned by business management as needed.

Specific Job Responsibilities

Lead recurring vendor and internal deployment calls to review portfolio status, align on priorities, track checkpoint progress, identify blockers, confirm ownership of action items, and drive timely resolution of development, construction, and hard cost delivery issues.

Support management of vendor activities and deliverables to ensure adherence to scope, timelines, quality expectations, construction standards, and contractual requirements.

Assist with development of portfolio reporting, executive updates, management plans, process documentation, deliverable schedules, and other tools used to support team performance and business objectives.

Manage assigned projects or special initiatives as needed, while maintaining broader visibility and support across the full development and hard cost portfolio.
