Manager / Senior Manager, Corporate Strategy & Planning (Strategic Resourcing)

Singapore In person Full-time

Location: NPB - Corporate Policy and Planning Branch

[What the role is]

You will play a central role in supporting NParks' strategic resourcing and workforce resourcing strategy. Working closely with divisions and senior management, you will help shape the organisation's workforce narratives, coordinate cross-divisional resource planning efforts, and engage with key stakeholders including MND and MOF to advance NParks' resourcing priorities.

[What you will be working on]

Coordinate NParks' resourcing exercises, including RF/MMF and related exercises, working with divisions to develop and strengthen workforce, operational, and transformation-related proposals. This includes developing and refining resource justifications, problem statements, and workforce narratives that support engagement with ministry and central agency stakeholders.

Consolidate and analyse cross-divisional inputs to support resource planning discussions, helping management assess the longer-term workforce and operational implications of resourcing decisions.

Work with divisions to assess workload, staffing and resource needs, reviewing headcount levels and reliance on contract workforce to develop right-sizing, redeployment and resourcing options that are fit for purpose.

Ensure workforce proposals are well-grounded in resource prioritisation, funding and productivity considerations, strengthening the overall coherence and credibility of NParks' resourcing positions.

Contribute to the development of major organisation-level submissions, including those relating to workforce transformation and operations capacity, and provide resourcing support for strategic workforce transformation initiatives — helping to translate transformation priorities into well-substantiated resource proposals and workforce plans.

Support preparations for senior management engagements, including presentations, site visits, and assessment discussions tied to resourcing exercises.

Contribute to building organisational resourcing capability across NParks — helping divisions develop a clearer understanding of available resource levers, their intended purposes, and how to strategically tap on them to support their workforce and operational needs. This may include initiatives such as the NParks Resourcing Seminar and other platforms to strengthen divisions' ability to engage effectively in resourcing processes.

Contribute to the development of NParks' resource distribution strategy.

Maintain a centralised repository of NParks' past and current resourcing requests, ensuring the organisation has a clear and accessible record of its resourcing history to inform and strengthen future proposals.

[What we are looking for]

Strong analytical and writing skills, with the ability to synthesise complex information into clear, well-structured narratives and proposals.

Experience in resource planning, manpower policy, workforce transformation, or corporate strategy within the public sector would be an advantage.

Comfortable working across teams and managing multiple workstreams simultaneously.

Able to engage effectively with both internal stakeholders and central agencies such as MND and MOF.

Only shortlisted candidates will be notified.
